As councillors in BCMM we are presented with huge amounts of information, across a vast array of specialized topics, which we need to consume, understand and comment on in a very short time.

Some of these documents can be several thousand pages long and require you to have advanced knowledge in many professions at the same time (accounting, electical, IT, engineering, governance, etc, etc). As good as our councillors are, no single caucus, let alone a human, has the capacity to consume, understand and comment on all information that BCMM officials present to us.

For reasons I find suspicious, the council documents cost us a small rain forest every month, as hundreds of thousands of pages are printed for each meeting. This makes the documents very difficult to distribute to the public. The more cynical amongst us might think that this is intentionally so.

Often, corrupt officials try hide their corruption or poor administration behind walls of texts they know only specialists in that field will understand.

So in an effort to open up the BCMM caucus, to get more professionals, with more skills, and more eyes looking through and contributing towards council documents this page has been created.

I believe that a well informed population can make better decisions and that council should appreciate more public participation and opinion.

So this website is an experiment to open up caucus. It is a developing idea and is still in concept phase.

I have assigned personal staff to scan in all public council documents when they come in, to be uploaded online for you to view and comment on, so we can include your valued and combined wisdom to be included in our reports and decision making.

I have made sure to keep every single council document I have ever been given. So as time and resources become available, I will start uploading the documents since August 2016

You were never meant to see this document . This document was not given to us in electronic format. Almost none really are. It took my staff 4 hours to scan it , but it contained information that I felt that the general public had to see. The document is pink, which means at the time of printing it is confidential until 7 days after the council meeting it is discussed in. That length of time included with difficult methods of distribution means that a document like this would almost never meet the public's eyes. I personally do not believe a document like this should be confidential and that the process to hire the person to run a metro municipality, with an annual budget of close to eight billion (not a typo) rand, should be public from the start.
